Anonymous file track
Tracking files sometimes requires referencing files that have not been tracked before. It is impossible to determine the invocation or environment identities for those files, but we should track them anyway.
Testing now requires dpcontracts, but this might be ported to deal if turning off contracts for production causes issues.
